Produits de consommation : comment expédier de la marchandise sous ID 8000 ?

The Regulations for the transport of dangerous goods are strict, and regulations are issued and revised every year. Nevertheless, to facilitate the transport of certain goods sent in limited quantities, IATA has created the ID 8000. This is a regulatory simplification for the transport of "Consumer Products". Please note that it applies to air shipments only.

What are consumer products?

Firstly, these "consumer products" are part of Class 9: "Miscellaneous dangerous substances and articles."

According to IATA, consumer products are goods packed and shipped in packaging intended or suitable for retail sale for personal care or domestic use. This applies, for example, to perfumes or cosmetics containing small quantities of hazardous substances. These products are usually already shipped in the final or near-finished packaging that can be found on store shelves. Because of their small quantities, they are generally considered less hazardous for air transport.

What goods are eligible for this UN?

A limited number of dangerous goods can be shipped under ID 8000:

  • Class 2: non-toxic aerosols
  • Class 3: flammable liquids in packing groups II and III
  • Division 6.1: toxic products of packing group III
  • UN 3077, 3081, 2175, 3334 and 3335.

⚠️ The second condition for goods to be reclassified under ID 8000 is that they must be "OK PAX". Goods that are not authorized to travel on passenger aircraft will not be authorized for shipment as Consumer Products.

You must then comply with the quantity limits and packaging instructions. ID8000 only applies to goods shipped in limited quantities. The maximum allowed is 30kg gross per package.

For liquids, inner packages must contain a maximum of 500mL of liquid.

For solids, this maximum is 500g.

Aerosols are subject to different restrictions depending on their nature.

💡 The ID 8000 Class 9 will then replace the initial UN. They do not need to be displayed on the DGD or packaging.

What are the criteria for shipping as ID 8000?

1️/ Firstly, the above-mentioned maximum quantities per package and per inner packaging must be respected.

2️/ Packing instruction Y963 in the IATA DGR manual outlines all the conditions to be taken into account for a compliant shipment. The ID 8000 must comply with the limited quantities rules.

Here are a few examples:

  • The cardboard packaging must have been tested for drops from a height of 1.2m.
  • Bottles and inner packaging must be resistant and packaged in such a way as to prevent any leakage of liquids, gases or materials.
  • Shock absorption or prevention devices must be compatible with the dangerous goods contained in the inner packaging.
  • Shipper and consignee information, as well as the gross weight of the package, must be displayed on the package.
  • The limited quantity label below must be affixed to the package:

3️/ As for the DGD (Dangerous Goods Declaration), it must comply with the general rules for issuing declarations (be in English, mention the ID, class, packing instruction, etc.).

The small detail is the quantity and gross weight to be indicated.

  • For one package, indicate its gross weight.
  • For more than one package, indicate either :
  • the gross weight of each package
  • the average gross weight per package, for example: "average gross weight per package 10 kg".

💡 Why choosing the ID 8000 rather than the initial UN?

  • As these products are considered "less dangerous", airlines will be more inclined to accept them and offer a lower freight rate than for conventional dangerous goods.
  • Packaging rules are less restrictive than for larger quantities of dangerous goods (e.g. no UN packaging).
  • Consolidation rules are also more flexible. Some companies prohibit consolidation with hazardous materials, but authorize it for ID 8,000.

⚠️ As some companies do not accept limited quantities, be sure to inform your freight forwarder in advance if you wish to ship under ID 8000. In this case, you'll need to ship using the correct UN and the exact initial shipping designation.
